The diplomatic friction stems from a statement made by Chinese Ambassador Jing Quan during an event in Quezon City, where he remarked, "If we want to use force, we may easily win. But no, we will not use force. You know, we love peace". He also defended Beijing against being labeled a "troublemaker" in the region and asserted that the Philippines should feel fortunate to have China as a neighbor.
Responding during the 125th founding anniversary of the Philippine Coast Guard, President Ferdinand Marcos Jr. characterized the envoy's comments as "not very diplomatic" and noted that the phrasing "sounds very much like a threat". Emphasizing the need to clarify Beijing's intent, PBBM stated that the issue "deserves a discussion with the China Ambassador" to directly address the implication of force amid ongoing maritime tension in the West Philippine Sea.
