Leader of the Opposition Joel Ssenyonyi has questioned the government over the continued rise of the US dollar against the Ugandan shilling, linking his concerns to the economic implications surrounding the Protection of Sovereignty Act, 2026. The law was passed by Parliament in May and assented to by President Yoweri Museveni on 17 May 2026. During consideration of the original Bill, the Bank of Uganda warned that restrictions on foreign financial flows could weaken the shilling and reduce foreign reserves. Uganda's shilling reached a record low of around Shs3,965–4,011 per US dollar, with Reuters reporting strong dollar demand from importers, particularly in the energy sector, among the factors putting pressure on the currency.
