Cape Cod Metropolitan Planning Organization Meeting, 09/21/2026

Agenda 1. Call to Order 2. Roll call/Attendance 3. Potential approval of prior meeting minutes: June 15, 2026 4. Public Comment 5. Federal Certification Review Report: Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) staff will present a summary of the recently completed 2026 Cape Cod Metropolitan Planning Organization Certification Review Report. 6. Sub-regional Representative Election Process: Staff will describe and Committee members may vote whether to approve a process with a revised election date for the election of sub-regional representatives to the Cape Cod Metropolitan Planning Organization (CCMPO) for the term of January 1, 2027 though December 31, 2029. Nominations will be accepted at the October CCMPO meeting and the election will occur at the November CCMPO meeting. 7. Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation (“PROTECT”) Program Grant: Staff will provide an update on a potential federal PROTECT grant application for the Cape Cod region that would be submitted by the Cape Cod Commission for planning and design for various vulnerable roadway segments throughout the region. Committee members will discuss and may vote whether to submit a letter of support for the application. 8. Upcoming Cape Cod Transportation Grant Programs: Staff will provide an overview of two upcoming grant programs for Cape Cod towns and other eligible government agencies supported by Transportation Improvement Program funds. The Bicycle Parking Equipment Grant Program, opening October 1, 2026, provides reimbursement for the purchase of bicycle racks and associated equipment. The Transportation Safety Equipment Grant Program assists towns with the purchase and installation of roadway safety equipment. 9. Before and After Safety Study: Staff will present findings from the Before and After Safety study, which evaluated crash trends at twelve locations across six towns (Barnstable, Bourne, Chatham, Falmouth, Orleans and Truro) on Cape Cod before and after construction. 10. Traffic Counting Program: Staff will provide a summary of the Cape Cod 2026 Summer Traffic Data Collection program. 11. Reports: MassDOT staff will discuss the status of the Transportation Improvement Program (TIP) projects. Cape Cod Regional Transit Authority staff will report on the status of current and future projects and initiatives to improve public transportation services on Cape Cod. Cape Cod Commission staff will report on administrative modifications to the TIP, upcoming public meetings, and available grants. 12.
