Rwanda and the Democratic Republic of Congo are expected to return to the negotiating table in **Geneva on September 16 and 17, 2026**, for another high-level meeting focused on the implementation of the **2025 Washington Accords**. The two-day meeting will take place under the *Joint Security Coordination Mechanism (JSCM)* and is expected to bring together representatives of Rwanda and the DRC, alongside mediators from the **United States, Qatar, Togo and the African Union Commission**. The central question is whether Kigali and Kinshasa can make measurable progress on the security commitments that remain unresolved while fighting continues in eastern DRC. Under the Washington peace framework, the DRC committed to the **neutralisation of the FDLR**, while Rwanda is expected to disengage forces and lift defensive measures in line with the agreed security arrangements. These commitments remain at the heart of the dispute. Rwanda continues to accuse the Congolese government and its forces of cooperating with and supporting the FDLR. Kinshasa, meanwhile, continues to accuse Rwanda of supporting the M23 rebellion, allegations Kigali has repeatedly rejected. The Geneva meeting follows the previous JSCM session held on **August 12–13**, when the two sides discussed new monitoring and verification mechanisms and the DRC presented its plan for the disarmament, demobilisation and reintegration of FDLR fighters. However, disagreement over how the FDLR should be dealt with remains significant. Kinshasa has presented engagement with a faction of the group as progress toward disarmament, while Kigali argues that the Washington agreement requires the FDLR to be **neutralised**, not politically accommodated. The talks also take place alongside the separate Qatar-led negotiations between the Congolese government and **AFC/M23**, which remain essential to the broader effort to end the conflict in eastern Congo.
