In 1891, the man in charge of Galveston's Weather Bureau office wrote that the idea of a hurricane seriously damaging the city was "an absurd delusion." On September 8, 1900, his own official report recorded a storm tide of 15.2 feet, on an island whose highest natural point was about 8.7 feet above sea level. By morning, more than 3,600 houses were gone and somewhere between 6,000 and 12,000 people were dead. It is still the deadliest natural disaster in American history. This is the story of Isaac Cline, the city he said was safe, and the detail most retellings skip: it wasn't the wind that destroyed Galveston. It was the water, and the wreckage it carried. A NOTE ON THE NUMBERS The death toll has never been settled. Only 3,536 victims had been identified by name when Cline filed his report; estimates range from 6,000 to 12,000, and the National Hurricane Center cites about 8,000. The claim that Cuban forecasters predicted a Texas landfall, and that the Weather Bureau kept their reports off the telegraph, comes mainly from Erik Larson's Isaac's Storm and is presented as his reconstruction. Cline's later account of personally warning residents along the beach has never been corroborated by eyewitnesses, and we say so. SOURCES Isaac M.
