Custody sergeants should not be using force on detainees in police custody

Here I examine some of the issues regarding the cell relocation tactic to move a detainee from the van dock to a cell. The sergeant is responsible for the tactical plan and safety of the detainee. This includes using the HCP and ensuring safeguards are implemented once the person is left in the cell.
