Kenora, Ontario was once a town claimed by two provinces at the same time.
Before it was called Kenora, it was Rat Portage — a small but strategic town on Lake of the Woods, caught between Ontario and Manitoba during one of the strangest border disputes in Canadian history.
In the 1880s, both provinces claimed the town. Both tried to govern it. Both sent officials, issued licences, held elections, and enforced laws. At one point, Rat Portage had rival constables, duplicate courts, competing jails, and two governments acting as if the same town belonged to them.
What began as a political dispute nearly became something much more dangerous.
But after years of confusion, arrests, arguments, and legal battles, the courts handed the town to Ontario.
Rat Portage later became Kenora — a lake town shaped by gold, timber, railways, tourism, hockey, and the deep connection between Winnipeg and Lake of the Woods. It even became home to the smallest town ever to win the Stanley Cup.
But the town’s fortunes changed again when industry declined, the paper mill closed, and Kenora was forced to reinvent itself around tourism, cottages, and lakefront wealth.
This documentary tells the story of Kenora: the town two provinces nearly went to war over, and the lake community that survived every empire that claimed it.
