Rwanda’s Investigation Bureau (RIB) has presented 11 suspects accused of stealing copper electrical cables and damaging infrastructure across Gasabo, Kicukiro, Nyarugenge, Kamonyi and Bugesera districts. According to RIB spokesperson Dr. Thierry B. Murangira, investigators recovered approximately 1.5 tonnes of cables valued at RWF 20 million. The suspects were arrested through a joint operation involving RIB and the Rwanda National Police. RIB alleges that the network included a Ugandan national suspected of coordinating the cross-border sale of stolen cables, individuals supplying the materials, and transporters, including motorcycle riders and drivers. The suspects face allegations of forming or joining a criminal group, damaging infrastructure and theft. RIB says their case files have been submitted to the prosecution. In a separate investigation, RIB confirmed the arrest of Father Maurice Kayumba of Kansi Parish, Gisagara District Vice Mayor in charge of Social Affairs Denise Dusabe, District Chief Investigator Anicet Rangira, and Octave Nkurunziza. The four were arrested on 27 October 2026 over alleged offences connected to RWF 28 million intended for a water supply project at Mukomacara Primary School. According to RIB’s preliminary findings, the funding was intended to bring water from a spring, but the project instead connected to a WASAC pipeline. RIB reports that RWF 23 million has so far been recovered. Watch the footage for RIB’s explanations concerning these two separate investigations.
