Joseph Kabila’s FRN has reaffirmed its commitment to the Doha peace process while delivering strong warnings over constitutional change, ceasefire violations and MONUSCO’s future role in eastern Democratic Republic of Congo. Following the 3 November 2026 meeting in Goma between Kabila and MONUSCO chief James Swan, FRN Vice-President Bertrand Bisimwa outlined the movement’s positions on the negotiations and the security situation. In this Rwanda Updates report, we explain the key points of his briefing: • Doha negotiations: Bisimwa said the FRN inherited the AFC/M23’s previous commitments and remains engaged in the peace process. He warned that changing the DRC’s current Constitution would undermine the foundations of the Doha agreements. • MONUSCO’s mandate: The FRN opposed renewing the UN mission’s mandate and criticised its record. Bisimwa distinguished this position from the logistical support the movement accepted for ceasefire verification under the Doha arrangements. • South Kivu: Bisimwa rejected using that logistical role to justify MONUSCO’s redeployment to areas controlled by the FRN. • Military developments: He accused government forces and their allies of renewed attacks across several fronts, including the Ruzizi plain, Minembwe, Masisi, Kalehe, Walikale and Lubero. He also alleged that restrictions around Minembwe were obstructing access to food and medicine. The FRN asked Swan to convey its concerns to the UN Security Council and the international community. Has the FRN withdrawn from Doha? In this briefing, Bisimwa reaffirmed its participation while warning about developments he said could derail the process. His statements describe the FRN’s position; they are not a jointly agreed outcome or an endorsement by MONUSCO. A second report will examine Bisimwa’s extended press briefing in greater detail.
