Bygones was a short programme produced by Anglia TV, I think between 1967-89. In each episode the host (usually) Dick Joice (1921-99) would sit with a guest and discuss some aspect of the past, often as it related to rural East Anglia. A mystery object was sometimes featured, whose purpose/function was investigated, but not fully revealed until the end.
This is a "Bioscope Bygones" edition (I think 10 episodes) entitled "Antiques of the Rail" which was transmitted 27th June 1971 (thanks to @AmusedAstroStation-xk7rd for this information).
In any case, it features John Huntley (film historian 1921-2003) who has brought a number of films to view concerning steam trains in early films. He obviously had an incredible knowledge of both film and trains.
The film appears to drop a frame every so often, but in fact there is nothing wrong with the film...it is on a very transparent film stock which the scanner finds hard to detect. I left it as it is, as it can take quite some time to correct for that.
