In the middle of Lake Arrowhead, a small blue structure sticks up out of the water. Most people boat right past it. Below the surface, it's the top of a concrete tower about 195 feet tall, standing over a hand-dug tunnel that is the lake's only drain. In 2024, California's dam safety regulators ruled that drain non-operational. Right now, nobody can open it.
