Part 1: where the capital has to come from, why every risk is priced, and the land problem. Nepal plans 28,500 MW by 2035 and has about 4,200 today. Meeting the target takes around 59 billion US dollars, and the domestic banking system is close to the limit of what it can lend. The rest has to come from outside conventional financing, and from outside Nepal. That capital prices every risk the state leaves unaddressed, and it charges for them in the tariff, in the debt margin, or by not arriving. This part works through that premise and then through land: why announcing a project can raise the price of the land it needs by seven to ten times, and the six measures that would make compensation both fair and predictable.
