In 1916, Cincinnati voted almost six to one to borrow $6 million for a subway. Two miles of tunnel were dug, stations were built, and then the money ran out. No track was ever laid and no train ever ran. The city put a road on top and kept paying the loan until 1966: $13,019,982.45 in all. Tony follows the money from a dead canal to the war, the court ruling and the doubled prices that sank it, the ideas that failed to save it, and the one thing that does run through it every day. What year did you guess for the last payment?
