Two former Phoenix Police officers have been arrested and are facing multiple felony charges following an alleged violent and unreported traffic stop.
ABC15 Arizona brought in Josh Logan, former East Valley law enforcement officer, expert witness and co-founder/director of Guardian Training & Consulting, to break down the developing case and explain what happens now.
According to Phoenix Police, former officers Luis Vazquez Jr. and Antonio Felix conducted a traffic stop on August 5 near 19th Avenue and Broadway Road involving a man and woman. Police say the encounter was not reported and body-worn cameras were not activated. The investigation ultimately resulted in both officers being arrested and terminated.
In this ABC15 interview, Logan discusses:
• How unusual allegations like these are in modern American policing
• Why investigators may gather evidence before interviewing suspected officers
• What happens after officers are arrested on serious felony charges
• The importance of the alleged victims and other witnesses
• Due process and the presumption of innocence
• Potential scrutiny of the Phoenix Police Department
• Possible federal civil-rights and civil litigation implications
• Why an arrest is only the beginning of the criminal justice process
One of the most important takeaways:
An arrest is not a conviction. Accountability is a process.
Serious allegations involving law enforcement demand a thorough, objective investigation. At the same time, every defendant is entitled to due process and the constitutional protections afforded to anyone accused of a crime.
Supporting law enforcement and demanding legitimate accountability are not mutually exclusive.
Get the facts. Follow the evidence. Let the process work.
