Can a citizen become a “second-class citizen” in their own country simply by losing the right to vote? Supreme Court Justice Ujjal Bhuyan has made strong observations on the right to vote amid the ongoing debate over the Special Intensive Revision (SIR) of electoral rolls. He said the Constitution does not create two categories of citizens—those who can vote and those who cannot. Justice Bhuyan said that if any process deprives millions of Indian citizens of their voting rights, it could be arbitrary and against the Constitution. He also stressed that existing voters should not be removed without notice and an opportunity to be heard.
