Assistance fail, platform staff make guard deploy ramp AND ramp illegally dilapidated

I booked assistance, then the trains were disrupted so both Network Rail at Piccadilly, and the guard on the train, phoned to warn Cardiff I would need the ramp and assistance. At Cardiff, assistance fail. I had to holler the dispatchers. 2 of them on the platform, yet they made the guard deploy the ramp. The ramp was illegal as it had been vandalised to remove the pins.
