The National Payments Corporation of India (NPCI) has announced on 15th September 2026 that UPI payments will no longer remain 100% free for all merchant transactions, ending the over six-year zero-fee era. As per the new framework, UPI Person to Merchant (P2M) transactions above Rs 2,000 will now attract a 0.4% Merchant Discount Rate (MDR), and this new rule will take effect from 15th October 2026 to give banks and payment apps time to update their systems. The good news is that there is no impact on normal users for daily payments. All Person to Person (P2P) UPI transfers will remain completely free, and all UPI merchant payments up to Rs 2,000 will continue to attract zero MDR for all merchants, which covers more than 95% of all UPI P2M transactions in India. This means your chai, grocery, auto, recharge, and small shop payments on PhonePe, Google Pay and Paytm will remain free with no extra charge. The 0.4% fee will apply only on large-value merchant payments above Rs 2,000 and will be paid by large merchants to their acquiring banks, with small merchants kept exempt to protect small businesses and Digital India adoption.
