It looked like a plane that forgot how to climb so it skimmed the sea on a cushion of air. Soviet ekranoplans (KM “Caspian Sea Monster,” Lun Project 903, and the Orlyonok transport) were wing-in-ground-effect craft: stub wings, banks of jets, and a dynamic air cushion that only worked meters above the water. Not seaplanes. Not UFOs.
