Burundian President Évariste Ndayishimiye has delivered one of his strongest public statements on Rwanda, the conflict in eastern Democratic Republic of Congo, the FDLR and the deteriorating relationship between Kigali and Gitega. Speaking to France 24 journalist Marc Perelman on the sidelines of the United Nations General Assembly in New York, Ndayishimiye said the Washington peace commitments had reached an impasse because, in his assessment, the armed forces involved had not disengaged from their positions. The Burundian leader alleged that Rwandan troops had not withdrawn from the DRC and questioned whether the presence of the FDLR fully explained Rwanda’s involvement in the conflict. Another major point of disagreement concerned individuals suspected of involvement in the failed 2015 coup attempt in Burundi. Ndayishimiye claimed that President Paul Kagame had personally agreed to transfer them to Burundi. Kagame publicly denied making such a commitment and accused the Burundian leader of misrepresenting their discussions. The discussion later moved beyond Rwanda and the DRC to the Alliance of Sahel States—Burkina Faso, Mali and Niger. Ndayishimiye said communication between the African Union and the three countries had not collapsed. He called for continued dialogue while emphasizing regional cooperation against terrorism and a leading role for ECOWAS in addressing the political and security crisis.
