下雨了。 Your textbook says "It's raining." That's almost right — and the "almost" is the whole point. 下雨了 doesn't mean rain is happening. It means: It wasn't raining before. Now it is. There's a line crossed inside that sentence. And the thing carrying it is one syllable sitting at the very end: 了. This is the SECOND 了 — same character, same sound, different home, different job. The one you probably learned lives right after the verb and marks completion(我吃了饭). This one lives at the end of the sentence and marks change. Once you can see it, you'll finally understand why native speakers drop 了 into sentences where, by the rules you were taught, it shouldn't be there at all. 我会说中文。 — I can speak Chinese. 我会说中文了。 — I can speak Chinese NOW. (I couldn't before.) One syllable.
