Rwanda Updates brings you two major developments involving justice and Rwanda’s industrial transformation. For the first time, British prosecutors have charged an individual over alleged crimes connected to the 1994 Genocide against the Tutsi in Rwanda. Dr. Vincent Bajinya, who later changed his name to Vincent Brown, is accused of genocide and crimes against humanity under Section 52 of the United Kingdom’s International Criminal Court Act 2001. He is expected to appear before Westminster Magistrates’ Court on September 22, 2026. According to Frank Ferguson of the Crown Prosecution Service’s Special Crime and Counter Terrorism Division, the charges relate to allegations that Bajinya led and encouraged others to commit killings and acts of genocide in 1994. British prosecutors said their decision followed an examination of evidence submitted by the Metropolitan Police’s War Crimes Team. Bajinya is one of five Rwandans living in the United Kingdom who have long been sought by Rwandan judicial authorities over their alleged roles in the Genocide against the Tutsi. The others are Emmanuel Nteziryayo, Charles Munyaneza, Célestin Ugirashebuja, and Célestin Mutabaruka. Previous attempts to extradite the suspects to Rwanda were rejected by British courts. In 2018, Rwandan prosecutors requested that British authorities investigate and prosecute them in the United Kingdom if extradition remained impossible. IBUKA President Dr. Philbert Gakwenzire welcomed the latest development and called for Bajinya to be prosecuted and, if found guilty through a fair judicial process, punished for the crimes proven against him. The second major story concerns Rwanda’s growing electric mobility and manufacturing ambitions. On September 18, 2026, Rwanda’s Cabinet approved a Strategic Investment Agreement between the Government of Rwanda and Chery Holding Rwanda Ltd. The project is intended to establish an electric vehicle assembly plant in Rwanda, expanding local manufacturing and potentially positioning the country as a regional centre for electric vehicle production. If implemented as planned, the Chery facility would become Rwanda’s second major vehicle assembly operation following Volkswagen’s Kigali plant, which opened in June 2018. The two stories reflect different dimensions of Rwanda’s continuing journey: the pursuit of accountability for crimes committed during the Genocide against the Tutsi and the effort to build a modern economy based on manufacturing, investment, technology, and cleaner transportation.
