🚨 RWANDA RESPONDS TO TSHISEKEDI IN MOSCOW | NSENGIYUMVA ON FDLR, M23 AND THE WASHINGTON ACCORDS The eastern DRC conflict took centre stage in competing messages delivered at the Third Russia–Africa Summit on 29 October 2026. President Félix Tshisekedi called on Russia to support the implementation of UN Security Council resolutions concerning eastern Congo, including demands for M23 withdrawal, an end to alleged Rwandan military support and the withdrawal of Rwandan forces. Representing President Paul Kagame, Rwanda’s Prime Minister Justin Nsengiyumva presented Kigali’s position: addressing the FDLR threat, combating hate speech and persecution against Kinyarwanda-speaking communities, and resolving the conflict’s political causes are essential to lasting peace. This Kinyarwanda report brings together Tshisekedi’s remarks concerning Rwanda and the full Rwandan response shared by Foreign Minister Olivier J. P. Nduhungirehe. We examine the issues separating the two governments: • Rwanda’s security concerns and allegations of state support for FDLR in the DRC • Kinshasa’s accusations concerning Rwandan forces and M23 • The Washington Accords, Doha negotiations and African Union initiatives • Civilian protection, displaced communities and refugee returns • The relationship between regional security, investment and economic cooperation Both governments invoke peace agreements and state that they are meeting their obligations. This report attributes those positions to each side; it does not treat either government’s declaration of compliance as independent verification. What will turn diplomatic commitments into measurable security improvements for people across the Great Lakes region?
