July 1991, Bombay. A van carrying the Reserve Bank of India's gold breaks down in the middle of the road near Tardeo. That gold was about to be pledged abroad to save India from default. And two months earlier, 20 tonnes more had already gone: gold seized from smugglers.
This is the story of the 30 years when owning gold in India became almost a crime: Morarji Desai's 14-carat rule of 1963, the Gold Control Act of 1968, the "Gulf rupee", gold dhows from Dubai, Zaveri Bazaar, hawala, COFEPOSA and the 1991 crisis, right up to the gold import duty hike of 13 May 2026. One question runs through it: when the government stopped gold, where did the gold go?
