Answer: about eight hours by foot. The Milllisecond Railway encircles the (unfinished) Moral Edifice area. It is a circle of radius 8.15 units. Because of the hyperbolic geometry, the circumference is a staggering ~11k units. Dex walks at about 0.37 units per second.
