Florida gave Walt Disney its own government — a special district with more authority over its own land than most Florida counties have over theirs. It started with the land. In the mid-1960s Disney bought 27,000 acres of Central Florida through shell companies with names like Ayefour Corporation, so the cattlemen selling wouldn't know who was on the other side of the table. Two years later the Legislature did the rest, chartering the Reedy Creek Improvement District with the power to write its own building codes, run its own electric, water, and gas utilities, operate a real fire department, issue tax-exempt bonds, and — on paper — build a nuclear plant. This video traces the mechanism in order: assemble the land in secret, get a district written into state law, build the infrastructure before any residents exist, and make sure the only people who can vote on it work for the company. It covers Chapter 298 and the 1966 drainage district, House Bill 486 in 1967, the two tiny cities of Bay Lake and Lake Buena Vista, the 1968 Florida Supreme Court ruling that upheld all of it, and what actually changed in 2023.
