If grace makes works unnecessary, why did he spend so much time calling people to change their behavior? The problem traces back to Martin Luther’s interpretation of Paul. When Luther saw Paul write “not by works,” he thought Paul meant moral deeds and righteousness play no role in salvation. But Luther was working without Jewish context. Paul’s “works of the law” had a narrow, specific meaning: the covenant markers that indicated Jewish identity, such as circumcision, dietary laws, calendar observances.
