In 2026, the debate remains active through the UN’s ongoing Intergovernmental Negotiations (IGN) on Security Council reform. India is also part of the G4 group — India, Brazil, Germany and Japan — which supports expansion of the permanent category.

🇮🇳 Why does India want a permanent seat?
The United Nations Security Council currently has 15 members: five permanent members — China, France, Russia, the United Kingdom and the United States — and ten non-permanent members elected for two-year terms.
India argues that the composition of the Security Council should better reflect the realities of the 21st century. India has also emphasized expansion in both permanent and non-permanent categories as part of comprehensive UNSC reform.
India has served multiple terms as an elected member of the Security Council, most recently in 2021–2022, adding to its long involvement in the UN system.
🌍 What is the G4?
The G4 countries — India, Brazil, Germany and Japan — cooperate on UN Security Council reform and support adding new permanent members. Their proposal envisages an expanded Security Council with additional permanent and non-permanent seats, alongside consideration of equitable geographical representation.
The question, however, is not simply whether India has a case for permanent membership. How would Security Council reform actually happen? Which countries support expansion? What are the positions of the existing permanent members? And what role do regional groupings and other UN member states play?
🇺🇳 Why is UNSC reform difficult?
Security Council reform has been under discussion at the UN for decades. The General Assembly’s Intergovernmental Negotiations process has continued across successive sessions, with discussions covering membership categories, regional representation, veto-related questions, the size of an expanded Council and working methods.
The G4 continues to argue for meaningful expansion, while different UN member states and regional groups have proposed different models for reform. In 2026, the debate has included discussions around the African Model as well as competing approaches to permanent and non-permanent membership.
