In 2014, Kenya signed a $3.2 billion loan with China Exim Bank to build the Mombasa-Nairobi Standard Gauge Railway — the largest infrastructure project the country had attempted since independence. The line opened in 2017, cutting passenger journey times and pulling cargo off a century-old colonial metre-gauge track. But the Auditor-General's reports reveal that operating revenues have not covered operating costs in any year since. This film examines the original financing terms, the reported loan language referencing Mombasa Port as collateral, the $1.5 billion Phase 2A extension, and the debt-trap claim. The evidence is more complicated than either side wants it to be.
