In June of 1973 a state maintenance worker welded steel plates about the size of a floor tile over the drain grates on the Mianus River Bridge in Greenwich, Connecticut, ahead of a repaving job. Ten years later a hundred feet of I-95 was lying in the river seventy feet below, at 1:30 in the morning. Nothing hit the bridge. After the drains were covered, the water and road salt coming off the pavement ran straight to the joint holding up one corner of the road.
