ECINet software is stopping Electoral Registration Officers from doing their legal job. Maharashtra CEO S. Chockalingam’s 24 September letter to ECI Delhi asks for 4 changes after Indian Express investigation by Ritika Chopra. Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi flagged the same issue 14 times on record. This is the battle over how India’s elections work — playing out behind computer screens and bureaucratic memos, not rallies. It affects nearly 1 billion voters. Maharashtra published its SIR draft roll on 31 August with over 21% of voters removed. Final roll is due 16 November. Rahul from The Rooster News breaks down Chockalingam’s four demands: Hearings — Rule 23 gives EROs discretion to waive personal appearance. Software only offered “Hold Hearing” or “Delete Name.” No “Exempted from Hearing” button. Documents — The 13-document list is indicative, not exhaustive. Vulnerable groups (tribal citizens, homeless, others) need an “Other / Equivalent Document” option. ECI’s own FAQ says BLO night visits can confirm residence without papers. Who decides discrepancies — Law (RP Act 1950) puts authority with the ERO for each assembly seat. Software forced cases up to District Election Officers. Software bottlenecks — Mandatory “Extract of Last SIR” upload in every discrepancy case even though the system already used that roll to flag the mismatch. Logical discrepancy is only a software flag that a record looks inconsistent (name spelling, parent-child age gap under 15 years). It is not a finding of ineligibility. EROs should check on the ground and decide — the software was not letting them. Same DGIT Seema Khanna was marked on Goa CEO’s urgent mails in February asking for a rollback option; 97 names the Supreme Court ordered restored were left off the final list. ECI first issued a defensive statement. After the Maharashtra letter the Commission met on 26 September and retreated: hearings not ordinarily required, BLOs to collect documents at home, Maharashtra claims deadline extended to 12 October, agendas and minutes to be formalised, new IT modules need Commission approval, independent IIT/IIIT review of ECINet announced. Indian Express editorial called it damage control, not course correction. A Supreme Court petition next week questions CEC Gyanesh Kumar’s functioning and seeks to declare the nationwide SIR illegal.
