President Paul Kagame arrived in the Sultanate of Oman on Monday, 7 September 2026, for a two-day official visit aimed at strengthening relations between Rwanda and Oman. The Rwandan Head of State arrived at approximately 2:30 PM Kigali time and was personally welcomed by the Sultan of Oman, His Majesty Haitham bin Tariq Al Said. The ceremonial reception reflected the importance attached to the visit by both countries. President Kagame’s visit comes as Rwanda and Oman seek to transform their longstanding diplomatic relationship into a broader economic partnership covering trade, investment, aviation, logistics, technology and infrastructure. Rwanda and Oman established diplomatic relations in 1982, but cooperation has accelerated significantly in recent years. In January 2026, a high-level Rwandan delegation led by Minister of Foreign Affairs Olivier Nduhungirehe visited Muscat, where agreements and cooperation programmes were advanced in areas including airport development, logistics, dry ports, supply chains, data centres, cloud computing and artificial intelligence. A direct aviation connection between the two countries was also launched on 21 July 2026, when SalamAir began operating flights between Muscat and Kigali twice a week. The route is expected to facilitate business travel, tourism, investment and trade between Rwanda, Oman and the wider Gulf region. For landlocked Rwanda, cooperation with Oman—a country with extensive maritime, aviation and logistics experience—could support efforts to reduce transport challenges and strengthen Rwanda’s position as a gateway to East Africa and the Great Lakes Region. Potential areas of expanded cooperation include renewable energy, mining, aviation, hospitality, healthcare, education, telecommunications and digital technology. Oman is seeking to diversify its economy beyond oil and gas, while Rwanda continues to attract investment into services, tourism, technology, finance and industry.
