Waverly, NE City Council Meeting held on September 8, 2026 at 6:00 pm at the Community Meeting Hall 14130 Lancashire
The meeting was called to order at 6:00 p.m. A Public Hearing on Electric Bicycles, Scooters, Motorcycles and no comments were heard. The Second Reading of Ordinance 26-09 Amending Title VII, Chapter 71 of the Waverly Municipal Code Relating to Electric Bicycles, Scooters, and Motorcycles was approved, many amendments were voted through by the council, with much discussion was held. A public hearing will be held at the next meeting, since no one from the public was in attendance.
The Third and Final Reading of the ordinances establishing the water and sewer rates for fiscal year 2026-27 passed, with new rates in effect October 1. A Public Hearing on the 1 & 6 Year Highway and Street Improvement Program was held, no comments were heard, and the resolution was approved. LSO Chief Deputy Ben Houchin gave a presentation on calls trending in the city. Resolution 26-25 adopting and revising the Employee Handbook was approved.
The Second Reading of four ordinances were approved: 1) Annexation of a portion of property generally located 12200 blk US Hwy 6, 2) Rezoning a portion of property generally located 12200 blk US Hwy 6 from Agricultural (AG-City of Lincoln) to General Commercial (GC-City of Waverly) District, 3) Annexation of a portion of property generally located northeast of the N 148 St & Bluff Rd intersection, and 4) Rezoning of a portion of property generally located northeast of the N 148 St & Bluff Rd intersection from Agricultural (AG) to Residential (R-2) District.
City Administrator Fisher presented the preliminary 2026-27 major projects in the budget and another presentation on wells and water levels. Change Order No. 2 from Midwest Excavating Svcs for the 134th St & Hwy 6 Drainage Improvement Project was approved. The council accepted a bid for group 2 leased farm ground owned by the City of Waverly and rejected all group 1 bids.
Approval of routine agenda items included minutes, claims for payment, Treasurers Report, and Budget & Expense Report, and Resolution 26-24 authorizing the Signing of the Municipal Annual Certification of Program Compliance 2026.The meeting was adjourned at 7:50 p.m.
