Between 1981 and 1991, Singapore underwent a defining decade of political change, marked by the introduction of three landmark institutions: Group Representation Constituencies (GRCs), the Elected Presidency and the Non-Constituency Member of Parliament (NCMP) scheme.
Former Senior Minister S. Jayakumar, who played a key role in shaping these three uniquely Singaporean laws, sits down with three young CNA journalists at the Old Parliament House, where the laws were passed. Drawing on his new book, which brings previously confidential Cabinet papers to light, he reveals how Ministers challenged Lee Kuan Yew’s proposals, weighed competing ideas and worked through disagreements to forge consensus.
From safeguarding minority representation and protecting Singapore’s past reserves, to ensuring opposition voices in Parliament, the documentary explores how decisions made decades ago continue to shape Singapore’s political landscape today.
