Ordinance Committee (6:30 PM, commenced 7:41 PM)
2012-200 – Medical Marijuana: Councillor Coughlin distributed a copy of a proposed Pittsfield, MA ordinance for reference. Assistant City Solicitor Janet Petkun answered Committee questions. Councillor Palmucci's motion that the item "ought to pass" failed 2-7 (Laforest and Palmucci in favor; Croall, Finn, Gutro, Hughes, McFarland, McNamee, and Coughlin opposed). Adjourned 8:02 PM.
City Council Meeting (7:30 PM, commenced 8:09 PM)
Minutes: February 4, 2013 minutes unanimously approved.
Storm Update: Administration's Chris Walker, Fire Chief/Emergency Management Director Joe Barron, Deputy Fire Chief Joe Jackson Jr., Fire Captain Richard Bryant, Police Chief Paul Keenan, and Public Works Commissioner Dan Raymondi briefed the Council. A letter from Mayor Koch to National Grid President Marcy Reed (dated Feb 25, 2013) was distributed.
2013-019 – Appropriation: $50,000 transferred from Pine Hill Cemetery Lot Sales to Capital Improvements-Cemetery. Approved unanimously.
2013-020 – Appropriation: $35,010.84 from the Inclement Weather Fund to DPW-Contractual for coastal pumping during Hurricane Sandy. Councillor Gutro objected.
2013-021: Calling elections on April 30 and June 25, 2013 for the unexpired U.S. Senate term. Approved unanimously.
2013-022: Designating polling places.

2013-023: $2,850 for D.A.R.E. Program from various donors
2013-024: $250 for D.A.R.E. Program from Burgin, Platner & Hurley, Inc.
2012-011: Update on all pending T.I.F. Agreements in Finance Committee; Chief Assessor Peter Moran addressed the Council.
2013-025: Councillor Gutro presented an executive summary of the Boston Harbor Association's "Preparing for the Rising Tide" report; referred to Environment & Public Health, Oversight, and Downtown Committees.
2013-026: Resolve seeking a report on hydrant marking devices and feasibility of an Adopt-a-Hydrant program (Councillors Coughlin, Palmucci, Hughes). Referred to the Mayor and Public Works Commissioner.
2013-027: Resolve for a Council hearing on National Grid infrastructure in Quincy (Councillors Coughlin, Laforest, Palmucci, Hughes, Gutro, Croall). Referred to Ordinance and Public Works Committees; Joe Carroll to be invited.
2013-028: Easement donations from various landowners for handicapped sidewalk improvements on Hancock & Temple Streets (Dennis Harrington). Accepted unanimously.
