2013-027 – National Grid Infrastructure: Representatives Joe Carroll, Joe Cardinal, and Michael Langlois addressed the Committee on gas and electric infrastructure in Quincy. Adjourned 7:50 PM.
City Council Meeting (New City Hall Council Chambers, commenced 7:58 PM)
Present: Councillors Coughlin, Croall, Finn, Gutro, Hughes, Laforest, McNamee, Palmucci, and McFarland (presiding). Chairman Shea read the Open Meeting Law.
Recognitions: Quincy Youth Basketball Board of Directors' 10th anniversary (Coughlin, Gutro); Planning Dept. staff Susan Karim and Stephen Connelly (Liz Manning absent) by Councillor McNamee, who also congratulated Sean Glennon on his promotion to Director of Community Development.
Minutes: March 18, 2013 minutes unanimously approved.
1. #2013-039: $3.8 million appropriation (from the Honeywell settlement, via Free Cash) — $1M to Stabilization, $1M to Public Buildings-Repairs, $794,000 to Capital Outlay/Mayor-Vehicles/Equipment, $500,000 to Public Buildings-Contractual, and $506,000 to Reserve for Appropriation. Removed from Finance Committee by Councillor Finn. Councillor Gutro's motion to cut $1M from Public Buildings-Repairs failed for lack of a second. Approved 9-0.
2. #2013-040: $250,000 appropriation to Parks Dept.-Contractual, from Hotel/Motel Tax-Park Improvements. Removed from Finance Committee by Councillor Finn. Approved 9-0.
3. #2013-059: Revocation of easements, rescinding Order #2012-204 for a Mechanic Street parcel (owned by Caritas Communities, Inc.) to maintain/improve Town Brook. Councillor Finn recused himself. Approved 8-0.
4. #2013-060 – Gift: $575 from various donors for D.A.R.E. Program. Approved 9-0.
Communications: Councillor Palmucci introduced a communication from Solicitor Timmins containing 45 pages of Dept. of Public Health draft regulations on medical marijuana use; comment period closes April 20, 2013.
Unfinished Business: None.
Committee Reports: Councillor Coughlin removed #2013-034 (Nine-Month Moratorium on Medical Marijuana) from the Ordinance Committee; approved 9-0.
Petitions & Remembrances
Councillor McNamee mentioned 33-year-old Michael Struzik, hospitalized with lung cancer at Tufts Medical Center; a benefit ("Night for Mike") was scheduled for April 13, 2013 at the Nickerson Post in Squantum.
Councillor Finn asked Mr. Fatseas about the anticipated Independent Auditor's draft management letter, expected within a week.
Motions, Orders, Resolutions:
Councillor Palmucci submitted a revised zoning order (#2013-061) on medical marijuana dispensary restrictions, updating his original order #2012-200 from November 2012; referred to Ordinance & Public Safety Committees and the Planning Board. Councillor Finn proposed requiring the Director of Municipal Finance to attend City Council meetings, to be formally submitted next meeting.
