The driver has plead NOT GUILTY to all charges.
Trooper's Report:
On October 26, 2026, I, Trooper Lyons, was responding to a collision on Interstate 530 southbound near mile marker 15. The
collision involved a passenger vehicle that struck the cable barrier. The collision caused the cable barrier to stretch across all
lanes of traffic, causing traffic to back up approximately 3 miles. My vehicle’s emergency lights and siren were activated as I
responded.
As I approached Interstate 30 eastbound near mile marker 138, I observed (V1-AR-712VOU) traveling eastbound in the far left
lane, exceeding the speed limit with its hazard lights activated. I confirmed V1 was traveling approximately 89 mph in a posted
65 mph zone with my front-facing radar. As I neared V1, it changed lanes to the middle lane and then back to the left lane. V1
then passed a passenger car on the left shoulder. At this point, I radioed Troop A Communications asking whether we had
received a call from V1’s driver advising they were experiencing a medical emergency. Troop A Communications advised a call
was not received.
I then positioned my patrol vehicle behind V1 with my emergency lights and siren still activated. V1 continued onto Interstate
530 southbound, increasing speed as it traveled. In an effort to signal V1 to stop, I positioned my patrol vehicle on its
passenger side and shined my light directly into the driver’s face. This provided negative results. At this time, I advised Troop A
Communications I was in pursuit of V1. The pursuit continued southbound on Interstate 530 at speeds exceeding 100 mph. I
executed a Tactical Vehicle Intervention (TVI) just before mile marker 7, causing V1 to spin clockwise toward the right shoulder.
As I turned around, V1 was already recovering from the TVI and continued traveling southbound.
Multiple additional TVIs were attempted but failed due to V1 applying its brakes as I neared. A second TVI was executed near
mile marker 9, causing V1 to spin clockwise toward the guardrail past the right shoulder. Before I turned around, I observed V1
recovering and traveling southbound once again.
At this point, Troop A Communications advised Pulaski County Dispatch stated V1’s driver was a Hensley firefighter responding
to the collision on Interstate 530 southbound near mile marker 15. A third and final TVI was executed at mile marker 10,
causing V1 to spin counterclockwise toward the guardrail on the left shoulder. As I turned around, I observed V1 travel from the
left lane to the right shoulder. I drove toward V1 in an attempt to pin it against the guardrail to prevent further flight. As I neared
V1, it accelerated, causing me to collide with it's rear driver’s side.
This collision disabled V1 and dislodged the front driver’s side tire of my patrol vehicle. As I exited my vehicle, I observed V1’s
driver walking to the rear of V1. I gave verbal commands for the driver to get on the ground, which he complied with. While
handcuffing the driver, he advised me he was trying to respond to the accident up the road. The driver was taken into custody
without incident and secured in my patrol vehicle.
V1’s driver was identified as (Subject 1- Jonathan Eddy). V1 was not equipped with red flashing lights or a siren. Metropolitan
Emergency Medical Services (MEMS) responded to the scene. Mr. Eddy was transported to Baptist Hospital, where he was
observed and cleared. Mr. Eddy was then transported to Pulaski County Jail, where he was charged accordingly.
Later in the day Troop A Communications advised me that while I was actively pursuing V1, Pulaski County Dispatch called
and advised Mr. Eddy had contacted his Fire Captain and stated State Police was attempting to stop him while he was en route
to a call.
Mr. Eddy was charged with the following.
5-54-125(d)(3) 2023: FLEEING - FELONY - VEHICLE OR CONVEYANCE - SUBSTANTIAL DANGER OF DEATH
27-50-308(b)(1)(B) 1ST: RECKLESS DRIVING - 1ST
27-51-201, 27-50-302(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT
27-51-307: IMPROPER PASSING ON LEFT
27-51-901: FAIL TO YIELD TO EMERGENCY VEHICLE
