[There is no audio due to technical difficulties. A summary is provided below.] Invocation by Building Inspector Adam Bolton. Pledge of Allegiance by Assistant Street Superintendent Billy Wade. Approved the minutes of the regular meeting held September 8, 2026. Approved the agenda (no amendments). Conducted a public hearing and approved a Restaurant Retail Liquor License for on premise consumption for DIKA II LLC d/b/a AMORE located at 305 Hwy 78 W. Conducted a public hearing and approved a Lounge Retail Liquor (Class II Package) License for off premise consumption for SADASHIVA 2026 INC d/b/a LAST CALL JASPER located at 3092 Hwy 195, Ste A. Conducted a public hearing and approved a Retail Beer License and a Retail Table Wine License for off premise consumption for SADASHIVA 2026 INC d/b/a LAST CALL JASPER located at 3092 Hwy 195, Ste B. Adopted a resolution to approve the 2026-2036 Comprehensive Solid Waste Management Plan. Adopted the 2026/2027 Budget. Adopted Budget Amendment 2025/2026-15 by unanimous consent to provide funds for the purchase of a server for the Jasper Police Department. Authorized Jasper Main Street to plant trees within City rights-of-way using grant award funds. Adopted a resolution to set a public hearing for October 6, 2026, on consideration of an application for economic development assistance for Young Jewelers’ new development on 19th Street. Conducted a public hearing to set cost for nuisance abatement for removal of overgrown grass and weeds for property on Clarence Street. During the public hearing, James Boshell commented on property located on Clarence Street regarding the removal of overgrown grass and weeds at property previously lived in by his sister. At the conclusion of the public hearing, a resolution was adopted to set cost for nuisance abatement. Conducted a public hearing to set cost for nuisance abatement for removal of an unsafe structure. After no comments were made during the public hearing a resolution was adopted to set cost for nuisance abatement. Adopted a resolution to accept the completed public improvements and authorize the release of a performance bond for Liberty Place Subdivision. Adopted a resolution for nuisance abatement for accumulation. Adopted a resolution for nuisance abatement for grass/weeds. Received comments from Mayor: Mayor Gates thanked everyone for attending the Foothills Festival. He also thanked city employees who helped, including the Cemetery, Sanitation, Parks & Recreation, Police, and Fire departments. He then thanked the Street Department for their work during the festival and for cleaning up so quickly afterward. He announced that next Tuesday, September 22 from 7:30 a.m. – 9:00 a.m., he will be presenting the Focus 2030 Strategic Plan as part of the Chamber of Commerce of Walker County’s Doughnuts and Discussion series. He invited everyone to attend. Receive comments from Councilmembers: Councilmember Smith welcomed Jon McCleland to his first council meeting. She thanked the police and fire departments for participating in DreamFit at Foothills on Saturday. Jon McCleland thanked Councilmember Smith, Mayor Gates, and Jasper Police, especially Lt. Patterson for welcoming him to Jasper. Meeting Adjourned.
