'Copy and Paste, Essentially' — JSO Officer Admits Blanket Protest Arrests | Santana v. JSO

Attorney John Phillips deposes JSO Officer Maximo Morel Sepulveda in the federal civil rights lawsuit Santana v. Sheriff T.K. Waters. During the deposition, the officer admits he conducted no independent investigation before arresting Bernardo Santana during the May 31, 2020 George Floyd protests in Jacksonville. He reveals that a blanket arrest narrative was provided by JSO legal advisor Andy Cantor and copy-pasted into every arrest report. Santana, a media professional, was filming on a sidewalk when he was arrested and slammed to the ground. Officers arrested 79 protesters on charges including unlawful assembly. State prosecutors later cleared all but two of those arrested after reviewing more than 400 videos.
