At its widest, the base spans 535 meters. On average, 290. It stands 36 meters high on average - 54 meters at its highest point. And a large share of that structure sits below the waterline, hidden beneath water on both sides of the road that runs across the top. South Korea's southwest coast. From Buan County to Gunsan. Construction began on November 28, 1991. The final two gaps closed on April 21, 2006. The completed seawall was finished on April 27, 2010. Nineteen years. I have worked on causeways. I have worked on breakwaters. Few of them had to answer to a tide that reset the terms of the job every single day. This is not a story about pouring concrete until a wall appears. It's a story about ground that wasn't stable enough to build on, water that never fully cooperated, and a fleet of machines that had to work around an ocean that didn't pause for construction schedules.
