Soroti Commissions Awaliwal HCII 162 Million Shilling OPD as Leaders Demand BOQs

By Admin Soroti District Local Government has commissioned a 162-million-shilling Outpatient Department at Awaliwal Health Centre III, as local leaders call for greater transparency in the implementation of government projects. The OPD was constructed by Homland Technical Services and is expected to improve access to healthcare services for residents of Awaliwal Sub-county and surrounding communities. The commissioning was led by Soroti District LC5 Chairperson Bob Owiny and Resident District Commissioner Hajji Imran Muluga, together with the District Health Officer Charles Okadhi, Chief Administrative Officer Emmanuel Sempala and members of the district executive. District Engineer Denis Ocung says construction started in October 2025 and was initially expected to be completed in February 2026 before the project was finally completed in April. However, during the commissioning, local leaders stressed the need for stakeholders to have access to Bills of Quantities, BOQs, to strengthen supervision of government projects. Awaliwal Sub-county LC3 Chairperson Peter Ebaku says local leaders cannot effectively monitor construction works if they do not know what was approved in the BOQ. He says giving BOQs to LC3 leaders and other key stakeholders would enable them to identify gaps, report irregularities and ensure projects are implemented according to approved specifications. District Chairperson Bob Owiny says stronger community participation in project monitoring is essential for improving accountability and ensuring public funds deliver value to the people. The new OPD is expected to expand the capacity of Awaliwal Health Centre III to provide outpatient services to the growing population in the area.
