GTA IV: Xbox Series S Vs PC - What Does It Take To Match The New 60FPS Console Experience?

After re-downloading the classic that is Grand Theft Auto IV for the Xbox Series S I couldn't help but notice that it felt a lot smoother than it used to. It seems as though this 12-year-old classic now runs at 60FPS even on Microsoft's cheaper next gen machine. This made me wonder what sort of PC hardware we'd need to match this experience. After all the Xbox version is still 720p so it shouldn't be difficult, right?
