Europe is preparing for a new generation of crises — and the European Commission’s preparedness strategy calls for citizens to be capable of surviving for at least 72 hours if normal essential services are disrupted. The EU says its preparedness approach covers a wide range of risks, including geopolitical tensions and conflicts, cyberattacks, infrastructure disruption, extreme weather and other emergencies. The 72-hour objective is part of broader civilian preparedness and is not, by itself, an announcement that an immediate war is expected. The European Commission specifically describes its approach as an all-hazards preparedness strategy. At the same time, reports in September 2026 said Russia plans to add approximately 16,000–20,000 hospital beds in civilian medical facilities for military use, particularly in the Northwestern Federal District near the Baltic region. The figure comes from reporting based on information attributed to the Russian Volya Telegram channel, so the reported plan should be treated as a reported development rather than an independently confirmed announcement of a new war.
