When Hindu Samman Foundation reached Assam to meet Bangladeshi Hindu families, we expected to document their humanitarian challenges. But after speaking with the families, we realised that the situation was far more serious than we had imagined. Many families were initially hesitant to speak with our team. After years of uncertainty, they were cautious about sharing their stories. To build trust, HSF connected them with Bangladeshi Hindu families in West Bengal who had previously received humanitarian support from our organisation. After these conversations, many families felt confident that Hindu Samman Foundation is a charitable, humanitarian, and non-political organisation working sincerely for persecuted Hindu families. As we documented their stories, one issue emerged repeatedly. Many Bangladeshi Hindu families told HSF that they fled Bangladesh because of religious persecution and reached Bharat without being able to carry important official documents. Several families expressed concern that the absence of Bangladeshi documents has made it difficult for them to navigate the Citizenship Amendment Act (CAA) documentation process. They asked an important humanitarian question: “If we escaped religious persecution without documents, how can we complete the required documentation today?” These conversations highlighted the urgent need for humanitarian support, legal guidance, better documentation assistance, and long-term policy solutions for persecuted refugee families. On the occasion of World Refugee Day 2026, Hindu Samman Foundation formally submitted a 77-page World Refugee Day Policy Memorandum to the Hon’ble Prime Minister of India. The memorandum is the result of years of humanitarian work, extensive field visits, legal research, and policy analysis while working with refugee communities across Delhi, Rajasthan, Gujarat, West Bengal, and Assam. In the memorandum, HSF explains why refugee recognition is not only a humanitarian necessity but also an important step towards stronger governance, better documentation, and the dignified rehabilitation of persecuted refugee families. This is a constructive humanitarian policy initiative built on three core principles: Recognition. Protection. Dignified Integration.
