On October 28, 2026, Prime Minister Mark Carney showed up in person in the House of Commons and voted to defeat Bill C-264, the Conservative bill to repeal British Columbia's North Coast oil tanker ban. The final count was 191 to 132. It came days after Alberta's referendum, B.C.'s first Conservative election win since 1928, and a Strathcona Resources proposal to ship 250,000 barrels a day to Asia from Prince Rupert by rail.
In this video we break down what the Oil Tanker Moratorium Act actually does and how the Carney–Eby deal from July 2026 protected it. We cover the $35–44 billion Pacific Link pipeline and its southern route to Delta, the Western Canadian Select discount hitting about $28 a barrel, Trans Mountain apportionment, and where Saskatchewan, Danielle Smith, Pierre Poilievre and B.C. premier-designate Lorne Doerkson stand. We finish with three realistic scenarios for what comes next.
