Gen. Muhoozi Demands Gen. Elwelu’s Surrender as Former Soldiers Are Reportedly Arrested

Uganda’s Chief of Defence Forces, Gen. Muhoozi Kainerugaba, has issued a demand for retired Lt. Gen. Peter Elwelu to surrender, escalating a public confrontation that has drawn renewed attention to the former army commander’s past and the 2016 Kasese killings. Reports published on October 27, 2026, said Gen. Muhoozi claimed that more than 20 former soldiers linked to Elwelu had been arrested. He also alleged that weapons and ammunition had been recovered from one of Elwelu’s homes in Teso. Elwelu previously commanded UPDF forces during the November 2016 operation in Kasese involving the Rwenzururu Kingdom. The operation resulted in numerous deaths and arrests, and the United States imposed sanctions on Elwelu in 2024 over alleged human rights violations linked to the incident.
