Shop Said: JUNK IT?! ('07 Saab 9-3 Turbo: LIMP MODE P2135)

The owner of this clean 2007 Saab 9-3 Convertible is DESPERATE to get his car drivable again. At the moment it's stuck in LIMP MODE due to a Throttle Position Error code P2135. Over the last year he had the ECM replaced and then sent the second one out for "repairs". Car was OK for 2 weeks, and then acted up again. The local "Saab Specialist" told him to pound sand, and a local Euro shop suggested that it might be time to send this nice Saab to the CRUSHER!? Wow. Let's collect some data and take the Saab for a Test Drive. The P2135 pops up on the first Cold Start, but then after a code clear it REFUSES to act up!! What do we do in this case?
