In this episode of the Samvaad Series, Ms. Shatarupa Mishra, Joint Director of Income Tax (Publicity), CBDT, New Delhi and Smt. Gudrun Nehar, ADG (Systems)-1, Delhi discuss the re-engineered PAN application forms introduced under the Income Tax Rules, 2026 for persons who are not citizens of India, replacing the erstwhile Form No. 49AA.
The revised form i.e. Form No. 95 (for individuals who are not citizens of India) and Form No. 96 (for foreign entities and companies), have been designed to simplify compliance, eliminate redundant data, and enable technology-driven processing for a more efficient tax ecosystem.
Key aspects covered in this video:
• Importance of bifurcating the complex, generic Form No. 49AA into two user-specific forms to reduce confusion and errors.
• Limitations and challenges in the erstwhile Form No. 49AA, including irrelevant conditional fields and high rejection rates for foreign applicants.
• Introduction of critical new fields such as Citizenship Type (Foreign/PIO/OCI) and Taxpayer Identification Number (TIN) of the country of residence.
• Strengthening of Representative Assessee (RA) and Authorized Representative (AR) details by making mobile numbers, emails, and supporting proofs mandatory.
• Alignment with digitized workflows to ensure faster verification, reduced litigation, and improved taxpayer satisfaction.
