This presentation introduces 3D Federated Software, an approach to enterprise systems designed specifically for federated organizations such as government. Traditional systems are usually built independently and integrated afterward through APIs, middleware, ETL and data warehouses. 3D changes that starting point by creating each system as a member of a common federation from the beginning. The presentation demonstrates: Why integration becomes difficult across large numbers of independently designed systems How 3D uses common architectural mechanisms for identity, metadata, governance, audit, data exchange and aggregation An agentic generation pipeline that can turn business and data requirements into a working proof-of-concept system A Tax and Revenue Administration system generated from an Alberta procurement document How the same approach can scale to a provincial reference model containing 106 business units and approximately 295 system definitions How federated networks could extend across government, healthcare, education and municipal domains How common models could support data exchange between jurisdictions while allowing local variation The objective is not simply faster software generation. It is to explore a different way of creating enterprise systems so that integration is addressed when systems are created rather than after the fact. The presentation is intended to encourage serious examination of the architecture, generation capability and broader implications for large federated organizations.
