Itanagar, September 10, 2026: RHEP MoU Demand Committee (RMDC) has raised serious concerns over the alleged non-implementation of key resolutions concerning land donors and Project Affected Families (PAFs) of the 405 MW Panyor Lower Hydro Electric Project, formerly known as the Ranganadi Hydro Electric Project. The committee said several decisions reached during tripartite meetings held in 2017 and 2022 between the State Government, NEEPCO and RMDC remain unimplemented. These include signing of the project MoU, implementation of the revised R&R package, devolution of 1% free power for LADF, and 100% Group C and D employment for eligible local youths, particularly PAFs. RMDC also alleged irregularities and political interference in the implementation of LADF funds, claiming that affected villages and genuine PAF representatives have been excluded from the process. The committee has demanded reconstitution of the LADC, correction of PAA lists, implementation of the 2022 LADF guidelines and establishment of a full-fledged NEEPCO regional office in Arunachal Pradesh. The committee said it had submitted memorandums to the government earlier this year but received no response. It has now issued a 30-day ultimatum to the State Government and NEEPCO, warning that failure to take satisfactory action could lead to further democratic movements to press for the rights of PAFs. #arunachalpradesh #keyipenyor #neepco #neepcoproject
