“Nothing and no one will prevent us from going to Goma.” Patrick Mundeke, an adviser to Moïse Katumbi and a member of Ensemble pour la République’s political bureau, has delivered a forceful response to Interior Minister Jacquemain Shabani’s warning of possible criminal prosecution. In this report, Rwanda Updates traces the confrontation from Katumbi’s announcement of a planned meeting with Joseph Kabila in Goma to Shabani’s legal warning—and Mundeke’s statement that rejecting political dialogue could leave only a “dialogue of arms.” Katumbi presented the C64 initiative as an effort to prepare an inclusive national dialogue, proposing consultations with President Félix Tshisekedi before meeting Kabila. Shabani argued that contacts in areas the government describes as occupied require government authorisation, invoking Article 192 of the Congolese Penal Code. Mundeke rejects that position, challenges what he describes as unequal treatment of political actors, and insists that the Goma visit will proceed. We examine why these remarks matter, Katumbi’s political influence, and the growing tension between national security arguments and opposition demands for political dialogue. IMPORTANT DISTINCTION: The reference to a “dialogue of arms” was made by Patrick Mundeke. It is not, by itself, an announcement by Katumbi that he has formed an armed movement or decided to launch a war. Likewise, Shabani’s warning of prosecution is not evidence that arrest warrants have been issued over the proposed visit. SOURCE CONTEXT: This report draws on Katumbi’s and Shabani’s interviews with Jeune Afrique and Mundeke’s recorded response. Statements, accusations, and legal interpretations are attributed to the people who made them.
